I have the honor by direction of the Council of the Acclimatisation Society to request that you will be good enough to call a meeting of the Trustees of the Royal Park for the purpose of requesting the Board of Land and Works to proclaim the Royal Park a reserve under the "Amending Land Act 1865" in order that the bye laws proposed by the Trustees may have the force of law. The reason for this request being proposed by the Council at this time is that at the last meeting the Superintendent reported the [...]

The meeting was held on 28 July 1865 and the request made in M to C. Hodgkinson, 28 July 1865. It was evidently not approved, prompting Sprigg (G. Sprigg to M, 9 August 1865) to report his understanding from a meeting with Hodgkinson on 21 May 1865 that the request would be granted. However, regulations were drawn up and enclosed in M to J. Grant, 24 January 1866 (in this edition as 66-01-24b). They were approved ([A. Morrah] to M, 8 February 1866) and published in Victoria government gazette, 13 February 1866, p. 381, stating that they were made by 'the Board of Land and Works, in pursuance of the 67th clause of the Amending Land Act 1865'.
