On 13 January 1865, F. Baillière, Publisher in Ordinary to the Victorian Government, wrote to the Chief Secretary, J. McCulloch, stating that he found a parcel of books addressed to 'The Officer Administrating the Government of Victoria' in one of his cases from London. Baillière assumed the books were intended for McCulloch and asked him to collect them at his convenience and to cause expenses of 20s to be paid thereon. The Under Secretary, J. Moore, referred the letter to the Inspector of Stores, F. Moore, on 17 January, who arranged for 'a broken parcel containing 30 books' to be obtained and delivered at the Chief Secretary's Office on 25 January. J. Moore subsequently informed M on 7 February that: 'The books referred to are copies of the 2nd volume of Bentham's Flora Australiensis — will Dr Mueller kindly say what shd be done with them'.
I would beg leave to suggest, that these thirty be distributed like those of the first volume on behalf of the Government through my office in accordance with a list of recipients then approved of by Government

On 10 February, J. Moore informed M that the books would be delivered to his order. M replied on 12 February: 'I beg leave to send for the books accordingly'.
