Circular No 425.
Sir,
I am directed by the Honble the Treasurer to request that heads of Departments in
your Division of the service may be instructed that whenever it is necessary to inflict
a fine on Contractors or other persons to whom monies are payable by the Government
an [Indent] Voucher is to be prepared & forwarded under Cover of a special letter
of advice to this office with the first account which may become due to the person
fined in order that the necessary stoppage may be made.
