Honorable and dear Sir.
I did myself the honor of submitting to you some days ago two small works for your kind acceptance & asked for your friendly permission to distribute some copies on behalf of the Government.

M to J. McCulloch, 10 October 1864 covered a copy of B64.10.02 and foreshadowed B64.10.03, with a list of categories of proposed recipients.

On 6 November 1864, the Under Secretary, J. Moore, minuted: 'Dr Mueller will perhaps communicate with the Gov. Printer in the usual way'. M responded on 7 November with a further minute: 'The work for distribution on behalf of the Government [...] been obtained from the Gov. Printer. I have to express my thanks to the hon. the Chief Secretary & Mr Undersecretary Moore for the liberality of granting my request'.
