I have the honor to acknowledge the receipt of your circular, dated 15 Oct, N. 4972,
and shall not fail to cause its provisions to be obeyed by the employees of this
establishment. Myself I have ever since I entered the service of the Government even
abstained from exercising the ordinary civil right of voting at legislative elections.
