J. Moore to M, 15 October 1864, in which Moore brought to M's attention a resolution of the Legislative Assembly requiring civil servants to refrain from interfering in the election of members of parliament.
and shall not fail to cause its provisions to be obeyed by the employees of this establishment. Myself I have ever since I entered the service of the Government even abstained from exercising the ordinary civil right of voting at legislative elections.
