My dear Sir,
I forward herewith copies of draft regulations for the management of the Zoological
Reserve which I have framed in accordance with the understanding arrived at some time
since at a meeting of the Trustees of that Reserve.

Hodgkinson was a Government nominee as a Trustee; it

that
his

to
a
meeting at which he was present, not to a letter from M as Honora

Secretary to the Trustees.
I was prevented by illness from sooner fulfilling my promise in this instance, and,
as some delay has thus unavoidably occurred I shall be obliged if you will give the
proposed rules your early consideration, and request you will be good enough, in your capacity of Honorary Secretary to the
Trustees, to forward a copy to each Trustee for his perusal and opinion.

The Trustees met on 16 September 1864, and a copy of the regulations considered was forwarded with M to J. Grant, 16 September 1864; see notes thereto for the steps taken before final regulations were published in
