Instead of charging a portion of the cost of the Horse to the item for "Incidental Expenses", the proper course would be to move the Hon. the Cf Secy

to issue a "Transfer authority" to transfer £3.- .- from "Incidentals" to the item, "Purchase of a draught horse", so that the expenditure may be brought under one head.

M to J. McCulloch, 3 March 1864 (in this edition as 64-03-03a) requested funds to buy a draught horse for garden work to replace the existing aged animal. A sum of £30 was provided as an "additional estimate", and M to J. McCulloch, 8 June 1864 (in this edition as 64-06-08a) sought authority to proceed. However, an additional £3 proved to be needed. M followed the advice from Symonds in M to J. McCulloch, 26 July 1864 (in this edition as 64-07-26b).
