I have the honor to solicit, that you will be pleased to authorize a sum of or not exceeding thirty pounds Sterling (£30.- .-) to be expended out of the fund for stores &c for the purchase of a draft-horse, to replace one, which by very old age has become now absolutely unserviceable for the use of the establishment.

On 7 March 1864, the Under Secretary, J. Moore, minuted: 'Will the Govt Storekeeper be so good as to say whether this would be in his opinion a legitimate expenditure out of a Vote for Stores'. The Storekeeper replied on 8 March: 'It is an unusual charge but if none of the other Votes for this Department are deemed more appropriate an amount can be spared from the Stores Vote for Transfer. I point out that this Vote is somewhat indefinite in its purposes being for Stores Stationery &c '. On 11 March, McCulloch concluded: 'no vote taken [...] [...] from which the payment can be made'.
M responded with a minute on 17 March: 'The destruction of the lawn part of the botanic Garden by the floods in December last will for the greater part of this year involve the necessity of employing a good additional cart horse, the purchase of which I otherwise intended to defer til next year. Hence no special provision was made for this expenditure in the estimates for 1864.' On 21 March, McCulloch responded: '£30 to be placed on Supplementary Estimates'. On 6 April the Treasurer informed McCulloch that the sum asked for had been voted.
M to J. McCulloch, 8 June 1864 (in this edition as 64-06-08a) requested the authority to buy a horse. An extra £3 proved to be needed (M to J. McCulloch 26 July 1864 (in this edition as 64-07-26b)); the treasury advised on the procedure that should be used to allocate these additional funds (E. Symonds to M, 15 July 1864).
