The question having recently arisen how far I am entitled to grant access to the Governments House reserve along the drive either from the City bridge or the botanic Garden, I have the honor to solicit your instructions on this subject for my guidance.

The origin of the 'question' has not been identified. On 24 February 1864, McCulloch minuted: 'a regular thoroughfare cannot be allowed'. M responded on 25 February in a further minute: 'I shall not fail to act according to the instructions of the honorable the Chief Secretary'.
