On 31 October the Under Secretary, J. Moore, referred M's letter to the Government
Storekeeper. The Storekeeper replied on 6 November: 'The vote for Stores will not
bear a transfer at present of £15. The Expenditure incurred for Forage being about
£100. I would suggest that the whole amount of £30 applied for by Dr Mueller be transferred
from that Vote.' The Storekeeper's suggestion was forwarded to M on 10 November. M
responded to it on 19 November with a note on the file: 'By the accompanying schedule
from the Governments Stores-Office I was led to believe, that £15.- .- would be left
available from the Store-vote for transfer, but as I am now informed, that the rest
of this vote will be absorbed in the liquidation of outstanding accounts, I beg now
to solicit, that only £15.- .- may be transferred from the forage vote to the item
of incidental expenses, a greater transfer not being admissable.'
