On 4 July 1863 the Under Secretary, J. Moore reported to M that: 'The Hon the Treasurer has requested that no further expenditure may be incurred for the present that can be avoided'. M replied in a minute on the file: 'The two first items are necessarily required for proceeding with work and liquidating current accounts, the third sum is not immediately needed, but will after a few months be required for work of the season. I would therefore solicit that at least the two first items may be granted, especially as the sums are but small and voted.' Approval for M's request was minuted to this letter.
