My dear Sir
The Secretary has shown me the authority issued to him by yourself on behalf of the Trustees; but I think it is not extensive enough. What the Council wish him to have is the same authority as was possessed by the late Superintendent viz to act as ranger of the Park so far as the Trustees can give him that authority. With the document you have sent he is quite powerless to prevent any person destroying the fence or otherwise misconducting himself.
