to the proper Dept. Put up 7th 5 61 [illegible initials]'. The Immigration Depot came under the umbrella of the Chief Secretary's Department,
as one of the responsibilities of the Chief Medical Officer, who answered to the Chief
Secretary.

I have the honor to solicit, that you will be pleased to grant permission, that a
few labourers, which will be supplied gratuitously from the Immigration Depot, may
pick the trodden ground on the rise in the Governments Reserve next to this garden,
as it seems to me desirable that so unsightly a spot, which is moreover in so prominent
a locality and so near the city should be improved in appearance by sowing grass and
planting a few trees afording shelter.
