Letter not found; item is a register entry only. On 28 February 1861, J. Williams
wrote to Heales asking for permission to hold a morning concert at the Botanical Gardens
in aid of the Orphan Asylum. The letter was forwarded to M.

i.e. Chief Secretary's minute. The file indicates that Williams's letter was referred to M on 7 March 1861, but the content of the minute is not revealed. M was away at this time, on an expedition into the Victorian Alps, and did not return
to Melbourne until 23 March.
