Francis was Commissioner of Public Works at this time, so the Estimates submitted to him would have been for capital works. Under Commisioner of Public Works, Miscellaneous, the Estimates for 1861 presented to Parliament included a sum of £2,000 for 'Additional Buildings, Fencing, Tree Guards, repairs and other Works at Botanical Gardens' (Parliamentary paper 1860/61 B-1, ordered to be printed 11 January 1861, p. 51).
