The Private Secretary, O. Timins, minuted on 15 July 1859: 'Mr [...] will perhaps explain to Dr Mueller that in consequence of press of business caused by the consideration of the Victorian Defences, it will not be in his Excellency's power to forward the transactions of the Phil. Institute by the Present Mail, and therefore will not trouble the Doctor to call tomorrow. His Excellency will be happy to see Dr Mueller on the subject any day next week'. On the same day, Barkly issued a proclamation establishing a Volunteer Corps in Victoria; see Argus, 16 July 1859, p. 5.
