The Council wrote to J. M. Chisholm in Melbourne asking him to act as their agent
but he declined recommending Thomas Haines, a Melbourne agricultural seedsman, in
his place, (Minute book 3). Raingill wrote to Haines on 27 May 1859 offering him the
agency and requesting: 'that you will forward the enclosed letter to Dr Mueller "Government
Botanist" directing your messenger to ascertain when the plants &c will be ready for
delivery?' (Letter copy book 2, pp. 48-9).
Haines accepted the agency, and arranged for the shrubs etc. obtained from M to be
forwarded to Warrnambool by steamer (Minute book 3).
