M to G. Horne, 3 May 1859 (in this edition as59-05-03a) had pointed out the dangerous state of the existing bridge; see also T. Balmain to M, 10 May 1859. On 22 June 1859 the Chief Secretary's Department informed the Public Works Department: 'May be charged agnst vote 45'.
