In reference to your letter of the 11 instant
relating to the [practice] of certain persons to bathe in the River Yarra Yarra in
the vicinity of the Botanical Gardens I have the honor to inform you that several
communications upon the subject have been received and upon submission to the City
Council have been referred to the Health Committee who have resolved to report in
favor of permitting [the practice provided] [...]

the purpose be as secluded as possible
