In reply to your memorandum 1803
I have the honor to inform you that the Hon. the Chief Secretary has been pleased
to allow the sum of £120 under authority N. 247 to be used both for travelling expenses
& incidental expenses. It will be impossible for the Director of the bot. Garden to
effect the repairs and to provide properly for other frequent exigencies of such an
extensive public establishment, unless he is permitted the unrestricted use of the
incidental expenses voted for his Department.

Should you however be unable to sanction except through the Gov. Storekeeper in quaterly
requisition such trifling expenses as those incurred at Mr Langwills establishment,
it will either necessitate the Director to defray such expenses from his private
means, (severly taxed already by many requirements for which the Government has not
provided) or to leave many things out of immediately wanted repairs & consequently
in a neglected state.
