The file includes a typed version of M's letter, made at the Chief Secretary's Office,
headed 'Private'.
This morning, dear Mr. Wilson, I learn from Prof Allen, that already over 400 Doctors
have inscribed their names for the Congress,
so about 450 copies of the "select plants"
will be required; but they cost (when merely stitched) only 2/ each to the Government.
