On 3 October, T. Wilson, Under Secretary, asked the Government Printer 'when the work is likely to be ready for issue'. The Government Printer replied on 11 October saying: 'A small portion of the M.S. has, I understand, yet to be received. The work can be published a week after the proof of this matter has been returned for press.' Deakin signed off the file on 12 October.
