I deemed it best, dear Mr Macdonald, to reply at once to the letter, received from
Mr Bevan this morning.
I have written in a manner, that will not commit the Council in any way; so — if
you approve of what I said, — remembering that the reward asked by Mr Bevan is an
extraordinary large one
— you could send this letter on at once.
I have kept a copy of it here in my letter-book.

Bevan had applied for a grant of 254,080 acres of land in New Guinea, but the application
was declined by the High Commissioner for New Guinea, John Douglas; see J. Douglas
