I have the honour to apply for six weeks leave of absence from the first of November
next.
You are aware that in consequence of your contemplated visit to Europe I was precluded
from applying last year for the three weeks leave under the 36 Clause of the Civil
Service Act, and I therefore trust that you will feel justified in recommending the
Honorable the Chief Secretary to accede to my present request, particularly as I have
had never leave of absence during the eight years that I have had the honour to be
in your department.

M forwarded Wilhelmi's letter to the Chief Secretary, James McCulloch, on 11 September 1863 'for the favorable consideration of the honor. the Chief Secretary'.
McCulloch minuted his approval on 18 September and M was informed on 23 September.
