It appears that the required paper cannot be procured in less quantity than 25 reams, & that the balance in the hands of the Agent Genl. cannot therefore be applied to this purpose.

See M to W. Odgers, 31 January 1881, requesting purchase of plate paper. The Agent General informed the Under Treasurer in a letter dated 19 May 1881 that Thomas De la Rue & Co, from whom the previous supply had been obtained, could not supply less than 25 reams of the paper.
