The letter was referred to the Public Works Department on 11 May 1866 'for opinion of Mr Wardell'. It was returned to the Chief Secretary's Department on 15 May and referred to M on 17 May minuted: 'appd' [approved]. M was evidently informed of the approval earlier, because on 15 May he submitted a requisition to cover the work involved; see M to J. McCulloch, 15 May 1866 (in this edition as 66-05-15c).
