Enclosed I have the honor to hand you a copy of the proposed letter to be sent to Mr Mitchell in accordance with the instructions received from the Trustees yesterday.

In this letter Josiah Mitchell, who had been carting sand across the Royal Park from the Experimental Farm of which he was lessee, was told that the Ranger had been instructed to stop this traffic. The Trustees of the Royal Park wished to allow him all reasonable access to and from the Farm, but they could not allow him to pass through the Royal Park unless a proper road was contructed. A subsequent letter [p. 586] instructed Mitchell not to cut down any more trees on the Royal Park until they had been seen by the Council of the Acclimatisation Society (pp. 4 & 5, 586, VPRS 2225, Public Record Office, Victoria).
